미국 하원 군사위원회가 2일(현지 시각) 주한미군 감축 제한 조항을 없애고, 한미동맹의 중요성과 주한미군 유지 필요성을 확인하는 내용이 담긴 미국 국방수권법안(NDAA)을 처리했다고 AP통신이 보도했다.
종전 NDAA에는 美 국방부가 주한미군을 현원인 2만8500명 미만으로 줄이는 데 예산을 사용할 수 없도록 명시한 조항이 있었지만, 이번 NDAA에선 이 내용이 삭제됐다. 대신 “한국은 미국의 대단히 중요한 동맹이고, 주한미군의 주둔은 북한군의 공격에 대한 강력한 억지이자 인도태평양 지역 안보 관여의 중요한 지원 플랫폼”이라는 내용이 포함됐다.
또 “약 2만8500명의 주한미군 주둔은 한반도 안정을 위한 힘일 뿐 아니라 그 지역 모든 동맹국에 대한 (안전보장에 대한) 재확인”이고 “미국은 한국과 일본 등 역내 동맹과의 관계를 계속 유지·강화해야 하며, 미국 및 동맹에 대한 공격 억지를 위해 기존의 강력한 주한미군 주둔을 유지해야 한다”는 내용도 포함됐다.
아프가니스탄에 주둔하던 미군이 20년만에 철수하고, 바이든 행정부가 전세계적인 미군 재배치를 검토 중이라는 점에서 주한미군 감축에 대한 안전판이 사라졌다는 분석도 나오고 있다.
